The final thing you have to decide is what kind of wear and tear are you going to put your board through.
If you plan to go white water rafting, then an inflatable board is without a doubt the right way to go. Inflatable boards are much more durable than hard boards. Or if you plan on being careful, and making sure you keep your board nice, then there is no problem with a hard board.

Well, this is an easy question: they are equally as fast. If you bought an inflatable board that had a comparable value with a hard one, you will not see much difference when it comes to speed. They are both about as fast as one another.
